Workforce Development Advisor

Main Duties and Responsibilities:
Lead the company's Workforce Development Program
Identify personnel competency development needs and available international/domestic learning resources, including competency development/assessment frameworks, mentorship, OJT, in-house training, external training & workshops, academic/diploma sponsorships, and internship programs.
Maximize the efficiency of available competency learning resources (technical and non-technical) for the company's personnel.
Work collaboratively with department heads across all functions to identify current and future personnel competency requirements based on operational needs.
Develop and track personnel competency development profiles to measure progress against localization targets.
Develop and implement a Workforce Development communication plan.
Update the Workforce Development Plan for the field's Block as required.
Update and maintain all personnel expat/local profiles, Workforce Development reporting requirements, maintaining the Succession Plan/Position Profile documents and submission as per internal process.
Drive the annual performance review process to ensure a high quality of goal setting/development needs.
Coordinate leadership/management courses for high-potential personnel.
Support in recruitment for key development roles.
Requirements:
Bachelor’s degree.
5-8 years of experience in learning and development, training/coaching experience.
Experience in developing and managing projects/people.
Fluent/Native in English.
Excellent written and verbal communication skills.
Flexible to visit the field Block as needed.
Must have experience working collaboratively with senior members of an organization, including those with multiple nationalities and backgrounds. A CIPD/HR/Learning and Development/Coaching certificate is preferred.
