Role Purpose

NEOM Department of Mobility (DoM), part of the NEOM Authority, is aiming to set a new standard for governance in the world. It will institutionalize the Authority of the Future, which is Digitally native, adaptive, Lean and Business-centric.

The Logistics Manager will lead the Logistics team at NEOM’s Department of Mobility, reporting to the Director of Land Mobility and Logistics . The individuals’ responsibilities will include:

• Organize, plan, direct, and manage the various logistics and freight activities to create an efficient regulator.
• Manage and make decisions on regulatory and institutional policies and managerial issues and implementing plans and strategies, institutional arrangements, business processes and regulatory instruments.
• Implement and update the logistics regulatory tools and compliance schemes and all related tools and processes.
• Provide strategic advice and analysis to support the development of NEOM's logistics systems and associated infrastructures.
• Coordinate with NEOM’s Sectors and KSA stakeholders to ensure the timely delivery, regulation, and overall success of NEOM development projects. They will require extensive interaction with NEOM’s stakeholders and national ministries, departments, and agencies.

Responsibilities

The successful candidate will be responsible for managing the logistics team and delivering the team’s mandate. Key accountabilities and activities are as follows:

Logistics Oversight

• Collaborate to identify strategic priorities of the logistics vertical within the DoM, in alignment with broader NEOM and Authority goals and best practices and implement those priorities.
• Provide inputs on any required projects related to logistics and freight (logistics across land, sea, and air).
• Oversee execution of the logistics sector implementation plan projects to reach end-state model, following NEOM vision and principles of being lean, efficient, and tech-enabled.
• Act as a subject matter expert for supporting NEOM’s logistics and freight in all regulatory matters (including postal).
• Represent the DoM on logistics and freight matters in various internal and national committees.
• Assist in performing similar duties related to Land Mobility until growth justifies onboarding of a Land mobility Manager.
• Assist in implementing a permitting and licensing strategy and program.

Standards, guidelines and compliance

• Ensure that logistics and freight systems in NEOM are being adequately regulated, promoting safety, use of state-of-the-art technologies, environmental protection and efficient service delivery.
• Develop guidelines that enable emerging technologies (as well as those selected/identified by the Mobility Sector) and are compliant with regulatory requirements related to Logistics.
• Oversee development and maintenance of a comprehensive suite of regulations, rules, policies, standards and guidelines to support the development and rapid growth of the land mobility and logistics sectors in NEOM.
• Provide advisory services to the Sector to regulate the planned and future systems and services including pilot projects.
• Coordinate and plan regulatory processes and interfaces with the DoM and NEOM Logistics sector companies.
• Oversee development and management of compliance schemes (including definition of regular audits, enforce corrective actions, and establish incentives) for logistics to ensure adherence to regulatory frameworks.

Administrative oversight – planning, team leadership, and stakeholder engagement:

• Assist in planning the Logistics function budget, considering decisions on in-house or outsourced functions execution.
• Develop relevant processes and standard operating procedures for the Logistics function.
• Coordinate with internal stakeholders from NEOM sectors, Regions, other Authority entities as well as external stakeholders from the Base Economy, international bodies and other as needed to deliver the team’s mandate effectively.
