The project: 


This is an opportunity to work on one of the largest programmes in Saudi Arabia. This unique project consists of major mixed-use development including sports facilities, entertainment, and arts along with all associated infrastructure. 


Mace is one of the delivery partners requiring high-calibre and experienced professionals to lead integrated teams throughout each project phase.


The senior commercial manager will be responsible for leading the pre. and post-contract end-to-end assist the procurement team in the tender cycle from the pre-qualification process, and RFP preparation, to contract preparation and preparation for signing.


The senior commercial manager will be responsible for detailed reviews of the cost consultants’ cost plan with continued monitoring throughout the project lifecycle. As well as leading the LDC, contractors and sub-contractors submissions for payment and processing this payment with the client’s team.

  • You will manage the delivery of key assignments and defined business areas, providing strategic direction and monitoring delivery aligned with the overall vision and objectives.
  • You will be accountable for the preparation of contract documents, warranties, bonds and licenses to achieve formal execution by appropriate parties.
  • You will manage costs associated with design changes, contract awards, construction activities and client charges, and present these to clients.
  • Actively support and align work with the client’s strategic objectives and imperatives, and passionately promote the client’s mission and vision.
  • Managing the client relationship and maintaining strong relationships with internal and external stakeholders.
  • Responsible for all the procurement activity for the project under the agreement including but not limited to, the preparation and review of expressions of interest and pre-qualifications, production of tender documents and request for proposals, management of the tender process, analysis and evaluation of tender submissions, arranging and chairing contract negotiations, and the facilitation and oversight of the signing of the agreements.
  • Working collaboratively with the supply chain management and procurement teams manage and negotiate contracts with suppliers’ subcontractors and vendors. Maintaining overall responsibility for construction contractor/subcontractor adherence to their respective contracts.
  • Assist with the preparation of requests for proposals (RFPs) for distribution to vendors.
  • Detailed knowledge of contract management and administration activities for the project including the evaluation of the contractor against their obligations, evaluation of contractor’s claims and the provision of mitigation strategies to the client, agreement of KPIs with the contractor, maintenance of appropriate records, and ensuring the contractor has the required bonding and insurance in place.
  • Oversight of the master budget and ensuring the project falls within the framework, identifying variances and mitigation actions.
  • Directing and supervising the cost management team providing support across the project. 
  • Devising and executing action plans to rectify potential cost overruns, schedule delays, or accommodate significant changes to the scope of work in collaboration with the project director.
  • Review supervision consultants’ recommendations for extension of time or recovery plans to include contractor claims.
  • Contributing to the implementation of the programme strategy and the development of the specific project action plan. 
  • Reviewing contracts and making recommendations on commerciality. 
  • Resolving issues with contracts and commercial operations. 
  • Acting as a subject matter expert for cost and commercial on the project. 
  • Ensuring that all stakeholders such as administration, operations and finance understand and adhere to contractual obligations reflecting them accurately. 
  • Monitoring performance of commercial activities using key metrics and preparing reports for senior management. 
  • Defining jointly with the project controls department, all project plan documents, including the scope and financial plans, schedule and risk management plans.
  • Responsible for the development and distribution of presentations, and weekly, and monthly reporting on all aspects of the project.
  • Supervising and motivating a multi-cultural team and ensuring all commercial objectives are delivered. 
  • Ensure resources are appropriate to meet current and future commitments and to maximise opportunities.
  • Lead and supervise a team of professionals providing guidance, mentoring and support.
  • Detailed understanding of commercial and financial forecasting and reporting including the ability to monitor and produce these items.  
  • Detailed understanding of commercial and financial management within large/complex organisations.

You’ll need to have:


  • A degree qualification in quantity surveying/cost management or equivalent.
  • Professional membership or working towards i.e. e.g., MRICS/RICS or equivalent demonstrable professional or personal development.
  • Necessary visa criteria for the Kingdom of Saudi Arabia and relevant work experience working on high-valued projects/programmes for a project management consultancy business, which are required for immigration and client approval.
  • Extensive construction experience.
  • Working experience in the MEA region.
  • Influential skills - experience in leading or senior roles on major construction projects.
  • Experience in business development.
  • Developed commercial and financial acumen.
  • Knowledge of value engineering, life cycle costing, contract law and contractual frameworks relating to construction.
  • Experience leading parts of projects within large, diverse teams.
  • Developing experience in managing relationships with key senior stakeholders.
