Concerned people (Management) ought to refrain from showing carrots because carrots are seasonal and creates situations of many types as listed in the question.

Such strategies are very short lived, generating waves of uncertainty within the most  valuable resource of any business entity.

Bench marks are to be achieved, set returns are to be earned and not donated or gifted and mutual acceptance is to be respected and adhered to for long lasting productive relationship.

I suggest that the individual who showed the carrots must be talked to in the presence of concerned authority.
